Tawang calm, orgs demands CBI enquiry, suspension of DC & SP
ITANAGAR, May 03: Situation in violence-hit Tawang is under control. Army has been deployed to control escalation of violence while 144 Cr.PC is enforced. A one-man enquiry committee was reportedly formed with Development Commissioner Hage Kojeen to investigate the firing incident. The injured persons in yesterday's police firing were shifted to Military hospital at Tenga, as per reports.
Meanwhile, in a District Level Peace Committee meeting held at Tawang. Deputy Commissioner stressed that a solution is to be reached at so as to bring peace in the district and to diffuse the tense situation prevailing out of the firing incident that occurred yesterday. The peace committee comprises of local MLAs, Panchayat leaders, monks and student union. During the meeting, monks and the supporters of aggrieved families placed their demands, while the MLAs and public leaders requested for cooperation from everyone in restoring peace within the district.
Deputy Chief Minister Kameng Dolo also visited Tawang today to take stock of the situation. He was accompanied by Pakgna Bage, Parliamentary Secretary (Home), Hage Kojeen, Divisional Commissioner, AK Singh, Joint Secretary, Home and K. Bengia, President, PPA.
While expressing sadness over the unfortunate incident, he assured of magisterial enquiry to be headed by Divisional Commissioner, Govt of Arunachal Pradesh. He also informed about the announcement of ex-gratia for the families of the deceased and the injured. He met the members of district level peace committee and representatives of public and had an interaction with them.
While appealing for peace in the region Dolo said that at no cost the image of the district be tarnished. Further, he asked for joint effort from all section of society in restoring normalcy and reiterated that law of land should be respected.
Union Minister of State for Home Affairs Kiren Rijiju on Tuesday said that the State Government should immediately start the process of dialogue to restore peace and normalcy in Tawang.
After learning about the incident in Tawang, Rijiju immediately discussed with the Tawang Deputy Commissioner and Superintendent of Police to take stock of the situation.
He also discussed the situation with Chief Minister and the Chief Secretary.
The Union Minister suggested for constitution of a high level 'Peace Committee' comprising representatives from all sections of the society to initiate the process of dialogue and restore normalcy in the district.
Peace committee(s) should also work at sub-divisional and circle levels to ensure the dialogue process at all levels, he said.
The Deputy Commissioner along with Additional Deputy Commissioners and other administrative officers at circle level must ensure proper participation of all sections of the society, he said.
Any grievances of public importance must be addressed forthwith by the local administration promptly, Rijiju said adding that the District Administration must take all possible steps to restore confidence amongst the people.
Rijiju appealed to all factions to maintain peace and calm in Tawang.
Governor JP Rajkhowa, while welcoming the announcement of a Judicial probe into the firing incident, appealed to all including the pro as well as anti-dam sections to maintain communal harmony, peace and resolve the differences sitting across the table.
He also appealed to the people not to take law into their hands under any circumstances and cooperate with law enforcing authorities to maintain public peace and order.
The Governor wished that due restraint will be exercised by one and all including the security forces. He has extended monetary support to the next of kin of the deceased as well as the injured. PRO to Raj Bhawan.
Chief Minister Kalikho Pul appealed to the people of Tawang and its adjoining districts to continue to work together with a shared vision so that not only the region but the entire State can achieve greater glory.
Meanwhile, various organisations have come out in condemnation of police violence in Tawang on May 2 leading to death of 2 people and injuries to many. All Arunachal Pradesh Students' Union (AAPSU) has demanded for CBI investigation at the indiscriminate killing of protestors by the police at Tawang on Monday.
In a press conference held here on Tuesday, AAPPSU President Kamta Lapung demanded for CBI inquiry to unearth the truth behind the incident, adding that perpetrators must be booked.
AAPSU served seven days ultimatum to the state government to suspend Deputy Commissioner, Superintendent of Police, Magistrate and OC PS Tawang alleging them responsible for horrifying incident.
Squarely blaming, Kalikho Pul's government for the incident, AAPSU President Kamta Lapung said, "Pul government is for few chamchas and dalals, not for the people of Arunachal Pradesh".
Lapung said that the incident could have been averted had Pul government paid attention to the plight of protesting monks.
AAPSU General Secretary Biru Nasi while condemning the brutal incident stated that such bloody incident has never ever occurred in the history of Arunachal Pradesh.
Expressing anger at police brutality, AAPSU GS stated that right to protest is a democratic right of citizen.
The apex students union alleged that authority had used police force to kill unarmed protestors that implies they are trying to muzzle down the anti-dam crusaders.
AAPSU has formed an independent peace committee headed by its President Kamta Lapung to take stock of the situation and campaign for early restoration of peace in Tawang.
The union informed that they will stage peace-rally on Wednesday starting from Akashdeep to Tennis Court, Itanagar to protest against brutal killing of innocent people by the police personnel.The union also ridiculed the peace committee reportedly formed by the district administration in Tawang saying that members of district authority who are responsible for incident are in the committee.
NESO Coordinator Pritam Bhai Sonam also condemned the incident and expressed solidarity with the victims. Terming the incident, one of most shocking in entire region, NESO Coordinator said that unless the DC, SP, Magistrate and OC are suspended from the service, restoration of peace in Tawang is not possible. He condemned the Chief Minister for attending a conference of Hydropower in New-Delhi while his people are being killed by the police for protesting against dam.
Arunachal Pradesh Congress Committee (APCC) has blamed the State Government for Monday's Tawang incident and said that an early intervention of the Government could have prevented the violence.
While condemning the unfortunate incident wherein two precious lives have lost and scores injured, APCC questioned the credibility of person in the helm of affairs to handle such delicate issues.
The incident must be investigated by CBI or a team headed by a retired Judge of High Court, APPC demanded.
The party also took dig at the sudden disappearance of Union Minister Kiren Rijiju and PPA leader Kalikho Pul in such hour of distress in the Mon Region, which the party said, amply shows their contradictory claim of being people's saviour.
"The much acclaimed Messiah of the poor whose arrival in the state was propagated to be an over-night changer seems to remain a mute spectator in all issues that are confronting the state in the present days," APCC president Padi Richo said in a press statement.
The issues of Trans Arunachal Highway in West Siang and other districts where people are agitating for want of adequate compensations, gruesome murders occurring in every nook and corner of the State, the grievances raised by the All Arunachal Contractors Association and the latest massacre in the land of monks and nun are simply over-looked, he said.
"Will the government under active supervision of the Governor dare to come out with pragmatic solutions to handle such volatile issues in the greater interest of the State? Richo questioned.
The district authorities too are bound to remain within the ambit of law, under whose behest or circumstances such drastic action of firing was resorted to disperse the peaceful protest, Richo said.
He said that the people of Mon region are widely known for their sober nature with pleasant hospitality. Casting aspersion on them for resorting to violence is totally concocted and malicious, Richo said, and claimed that there was foul play in the entire episode. The APCC demanded the authorities concerned to reveal the truth so that guilty are booked as per the rule of law.
The Nationalist Congress Party (NCP) state unit has demanded immediate suspension of the Deputy Commissioner and Superintendent of Police for their failure to contain the situation. It also urged the state government to conduct judicial enquiry.
NCP unit added that that the incident happened due to failure of the district administration and police department to contain the situation. Further it appealed the people of Tawang to maintain peace and tranquillity in the district.
The Arunachal Pradesh Youth Congress (APYC) has condemned the incident of Police firing in Tawang that took the life of two persons and injured many others.
In a release, APYC stated that the state government should take responsibility for the incident as the police functions under the state government. Stating that the magisterial inquiry will not deliver proper justice, the APYC has demanded for CBI inquiry or investigation from other appropriate agency independent from the grip of the state government.
The Arunachal Pradesh Youth Brigade has demanded CBI enquiry into the killing of two civilians by Tawang police on Monday.
It is being seen that after coming of Pul government, situation of the state is worsening day by day which indicates total failure of the government, it said terming the incident unfortunate.
Arunachal Citizens Rights (ACR) has vehemently condemned the Tawang violence and blamed the alleged premature handling of the situation by police and administration that led to death of two innocent people.
While demanding immediate suspension of the SP and DC, ACR appealed to the State Government to recommend for investigation into the incident by central investigation agency to unearth the truth behind the whole episode.
ACR also condemned the public move to damage the police station with an alleged intention to 'forcefully' take out the arrested person.
"The rule of law is equal to all," it said
ACR appealed to all sections of society to stand together for restoration of peace without politicizing the situation for the interest of the State.
Arunachal Law Students' Union (ALSU) also demanded an independent inquiry into the incident and also appealed to the authority to punish the guilty as per the provision of law.
Expressing shock at the police firing in Tawang, which claimed two lives and left many injured, Lok Sabha member from Arunachal Pradesh Ninong Ering today conveyed his deepest condolences to the aggrieved families, PTI report added.
While praying for speedy recovery of the injured, the MP made a fervent appeal to the people to maintain peace and tranquility.
Anti-dam movement was nothing new, but such a tragic incident should not have happened in Arunachal Pradesh, Ering told PTI, reacting on the incident.
The Arunachal Elite Forum (AEF) has strongly condemned the Tawang firing incident. Holding the state government responsible for the incident, the forum sought CBI enquiry to unearth the truth. "Till the CBI enquiry is done, Chief Minister and Home Minister of Arunachai Pradesh should resign to pave the way for impartial investigation," the forum stated.
They also alleged that Governor and Chief Minister are functioning in autocratic style. "The Governor of Arunachal Pradesh had imposed president rule to us when we had our own popularly elected government. Also at a time when matter is still pending at Supreme Court, the Governor invited Pul to form government thereby violating all the established rule of law," the forum added. The AEF further alleged that incumbent Chief Minister is indulging in vindictive activities.
They also strongly disapprove the arm twisting tactics of present government. "Chief Minister Kalikho Pul wants to suppress and control the independent functioning of the media house of the state. Also he is also suppressing the democratic movement of the various NGOs and associations like AACWA, SSA teachers associations etc. Is not it the duty of Govt. of Arunachal Pradesh to provide and create job opportunity for the every unemployed qualified citizens of Arunachal Pradesh? They went on to add, "It is the responsibility of the Chief Minister of the state to create conducive atmosphere for peaceful and respectful life of the citizens of the state.
Itanagar-Banderdewa four-lane project to start soon

ITANAGAR, May 03: The Ministry of Road, Transport and Highway (MoRTH) has written to Commissioner PWD, Government of Arunachal informing that Itanagar-Banderdewa four- lane highway project will start at the earliest. In a letter dated 3rd May 2016, the MoRTH informed that project work will be taken up in phased manner by dividing the stretch into smaller packages including 2 lane viaducts at Karsingsa. The 31.50 KM Itanagar-Banderdewa four lane project is estimated to cost Rs 700 crore, which will be fully funded by MoRTH.
"Chief Minister Kalikho Pul during a meeting with minister MoRTH Nitin Gadkari had intimated that cost of shifting of Water Supply lines, shifting of Electrical Power lines and cost of structures has now been re-assessed and reduced substantially to Rs. 105.47 crore from Rs. 284.00 crore earlier. Further CM informed that State Government has decided that there will be no component for payment of compensation for illegal assets falling within notified 30 m (Built up area) and 40 m (open area) of the existing ROW," the letter read. Based on the assurance given by Chief Minister, the Secretary Road Transport and Highway (RT & H) directed that under NH (O) some fund allocation should be made in 2016-17 so that Land Acquisition and utility shifting can be sanctioned.
The secretary also directed that tender for the 4/2 laning of Itanagar-Banderdewa section may be invited on EPC mode, so that maintenance of existing road may be taken up by the Contractor as part of his scope. Ministry also made it clear that work will be awarded only after acquisition of 90% land free from encumbrances. The MoRTH also informed that 431 KM East-West Industrial Corridor Highway will be taken up only if state government makes land available free from all the encumbrances. As it is a state road, the land for taking up construction as per two lane NH standards will have to be provided by Arunachal government, the ministry stated. The East-West Industrial Corridor Highway is the pet project of Minister of state for Home Kiren Rijiju.
The ministry also informed that based on the recent request made by Chief Minister Kalikho Pul, the MoRTH has decided to handover Joram- Koloriang and Demwe-Hawai road project to Border Road Organization (BRO).
However Meka to Anini road will be retained by National Highway Infrastructure Development Corporation Limited as bids for Hunli-Anini stretch has already been finalized in three packages and work is under award. While informing that Joram- Koloriang and Demwe-Hawai road project will be developed by BRO through EPC mode, the ministry also expressed concern over delay in completion of various other road projects by BRO.
While expressing happiness over decision conveyed by ministry regarding four lane project, Chief Engineer Highway Bora Ete informed that consultant of project has arrived today to work out the final strategy. "Returning Officer MoRTH will be also camping in the state for next 15 days. Hopefully with this the dream of four lane road will finally become reality. But we need support of every citizens of capital complex to make this happen," said Bora Ete.
Tawang: Silenced by violence

People of the state have reacted with shock and disbelief at the May 2 killings in Tawang. It was a despicable propaganda, which was sponsored by the politicians; desperate to have hydro power projects, which the police and the administration lapped up, leading to loss of two precious lives.
Along with the Home Department, state administration as well Police, MLAs Pema Khandu, Tashi Tsering, Jambey Tashi, the district administration led by Duly Kamduk and Police led by Anto Alponse have to take responsibility of what happened in Tawang. They saw it coming because the tension was building up in Tawang since April 26.
Instead of defusing the tension following the arrest of Lama Lobsang Gyatso, an anti hydro power crusader in Tawang who has gone to the National Green Tribunal, leading to suspension of the Environmental Clearance (EC) of 780 MW Nyamjang Chhu Project in Zemithang, the administration allowed the Zila Parishad to call a meeting on April 28. Meeting was to discuss development issues but instead it ended up playing an audio clip where Lama Lobsang, who has massive followers, is heard asking the Abbot of the Tawang Monastery not to get involved in the issues of hydro power projects since he is not from Tawang.
What happens next? The ZPM chairperson managed to incite the people present at the meeting, which led to filing an FIR against Lama Lobsang for hurting the religious sentiment, subsequently leading to his arrest.
While it is totally understandable that religious sentiments were hurt because of the comments made by Lama Lobsang, it is beyond comprehension that civil and police administration, instead of taking appropriate decision to calm the situation, played along, much to the happiness of their political masters by arresting the strongest voice against questionable hydro power development in Mon region.
Lama Lobsang was first arrested on April 26 for disruption of peace for leading a villagers, opposing the questionable construction of a small project, based on an FIR by the personal security officer of MLA Pema Khandu. He was let off, only to be arrested two days later for defaming Abbot of Tawang Monastery.
In their eager effort to kill the opposition voice, in the form of Lama Lobsang and his supporters, political establishment and administration have dragged in the iconic Tawang Monastery and its Abbot, Guru Tulku Rinpoche, the widely respected religious leader of Mon region. Agreed that govt has sponsored a corpus fund for the Monastery but it would be advisable to keep the monastery and the Abbot out of power politics, respecting the sentiments of people of Mon region, who are not only deeply religious but look up to the Abbot, appointed by the Dalai Lama to guide them spiritually.
What next?
The government is yet to say a word on police atrocity. Chief Minister Kalikho Pul and Governor J P Rajkhowa are yet to ask questions at the atrocities committed by the Police. The police headquarters have said shots were fired at self defense. Since when was police authorized to kill people? They could have called those leading the protest rally for negotiations. Why did the IO asked for 14 days Police custody of the arrested Monk when there was massive gathering of people asking for his release? The IO could not have acted alone without the tacit understanding of the administration, police and political bosses.
After the Court declined to extend the police remand to 14 days, (the Court has reserved its judgment till May 4th)Lama Lobsang was not taken back to the police station from the same route as he was taken out, angering the gathered people, which subsequently led to violence, resulting in Police firing.
There are lots of unanswered questions. One thing govt can do right is by forming a committee for an independent inquiry.
It is rather ironical that Chief Minster, two of his colleagues, Chief Secretary are in Delhi attending a conference on Hydro power organized by ASSOCHAM while police unleashed violence on people, who came out in support of an anti dam crusader. Clearly the priorities are misplaced.
NH - 415 and waterlogging

ITANAGAR, May 03: The NH 415 Highway, damaged near Hotel PYBSS, Itanagar was built before 1980, during the time of Rama Rao, the first PWD Chief Engineer of Arunachal Pradesh.
The department had used two small bamboo spun pipes at the bottom and another two on top to facilitate smooth flow of water from upstream. It was informed by Bora Ete, Chief Engineer (Highway) Western Zone during an interview.
He said that the bamboo spun pipes had crashed, blocking the water flowing from upstream on April 21 forcing the department to damage the existing road in order to place pre cast RCC culvert.
The Hotel PYBSS is built over upstream of the road. The catchment areas of this stream are almost one km length upto DDK Itanagar office complex and Western Gate, Itafort. Its breath is almost half km length from D Sector to ESS Sector Itranagar. Probably, CE, PWD in late seventy might have built this road over this stream with small size bamboo spun pipes after assessing total flowing of water from catchment areas.
Similarly, the owner of Hotel PYBSS must have assessed the same thing.
On my visit to Hotel PYBSS complex, I have found the owner had built RCC canal about 2 meters wide and more than 2 meters high beneath the Hotel where water of its catchment areas can flow thoroughly if cleared of debris.
Finally, it is found that there is lapse of coordination between Highway Road authority and Hotel PYBSS on maintenance of these spun pipes.
State Government should have avoided allotment of land over natural stream but successive state Governments have never hesitated to allot land over every stream in the Capital city.
In case of major natural disaster, such places will bear the maximum consequence of damage and loss of properties with huge water logging.
Arunachal Media observe World Press Freedom Day
ITANAGAR, May 03: Observing the World Press Freedom Day for the first time in the state, members of the Arunachal Press Club, Arunachal Pradesh Union of Working Journalists and Arunachal Electronic Media Association today converged at the APC office here.
Journalists present at the celebration today noted that the day comes at a significant time in press freedom in the country and the state when both state and non-state actors are behaving with growing impunity against the media.
Taking cue from the recent remarks of the Chief Minister Kalihkho Pul on the 'The Arunachal Times' daily, APC president, Chopa Cheda said, being the responsible head of the state, the CM should responsibly talk in front of the public against the press and avoid sly remarks. Press is the fourth estate in a democracy and if any wrong has been done then anybody is free to go to the Court, he added.
APUWJ president, Azing Pertin said, we have to tread wisely during these difficult times and should always remain united against any attempt to disrupt our freedom.
"Recently, the top executive of the state has been repeatedly making statements in public against the state press. While freedom is granted to all, when powerful people make certain statements, the line between freedom of expression and intimidation can get blurred," APC general secretary Ranju Dodum said.
The fraternity also noted that everyone is free to clear allegations that are made against the state or an individual at any point of time.
During a recent press conference at the Chief Minister's office, the CM had remarked that he would take legal action against 'The Arunachal Times' where it was reported that the state finances had gone into overdraft. While the Chief Minister did clarify that no notification from the Reserve Bank of India had been received on the matter, he warned of legal action against the publication.
Two minutes silence was also observed as a mark of respect for all the reporters and journalists who laid down their lives in the line of work across the world. Observed across the globe, the World Press Freedom day stresses that freedom of information is a fundamental human right, weighs the state of press freedom around the world, and is a reminder that in dozens of countries, publications are censored, fined and closed down, while journalists and editors are harassed, attacked, detained and sometimes murdered.
The date for the celebration was adopted by United Nations in 1993 to commemorate the anniversary of the Declaration of Windhoek. This year is significant because it marks the 250th anniversary of the world's first freedom of information law, covering Sweden and Finland, the 25th anniversary of the adoption of the Declaration of Windhoek of press freedom principles in Namibia, and the first year of the 15-year life cycle of the new UN Sustainable Development Goals.
Mein takes stock of flood affected villages in Namsai
ITANAGAR, May 03: Deputy Chief Minister Chowna Mein visited and took stock of the flood and cyclone affected areas of Dharampur and Dirak Miri villages of Lekang Circle and Mengkeng Miri and Deobeel villages of Namsai Circle in Namsai District, reports DIPRO.
Interacting with the villagers on the spot, Mein expressed grave concern on the repeated calamities and erosion in the area. He directed the District Disaster Management authority to be well prepared for all kind of disasters. He also directed the district administration to complete the loss assessment at the earliest and to make payment to the victims.
Expressing satisfaction on the prompt response by the authorities during the disaster, DCM Mein announced that a comprehensive scheme shall be prepared to check flood and erosion and would be taken up with appropriate authorities.
He also expressed satisfaction on the restoration works being carried out and asked to expedite them.
Parliamentary Secretary Chau Zingnu Namchoom, Namsai DC, RK Sharma, administrative officers, EE WRD and all heads of department of the district accompanied the DCM.
Assurance to replace tree with iron pole
Deputy Chief Minister Chowna Mein has said that instead of trees used as electric pole, appropriate iron poles would be installed. Allegedly, the Power department has been using tree as a pole for electric transmission.
An AdiSU release stated that Mein assured this in a public meeting after stock of the flood situation at Mengkeng Miri I & II villages.
DCM Mein assured to provide immediate flood relief to the victims within a week and directed for filling up the deep hole dug by RWD at both sides of Rural Link road.
Responding to the request made by AdiSU for a permanent solution to control flood at vulnerable areas of Lekhang and Namsai circles, Mein assured to look into the genuine demands and advised the public not to panic. He said that he would take up with the higher authority for sanctioning of appropriate and permanent solution for flood protection with embankments at various points of Noa-Dihing River starting from New Silatoo, Dirak to Mengkeng Miri in the winter season.
According to AdiSU, the RWD had destroyed the entire area by digging and earth cutting during construction of RLR road of Mengkeng. Earlier, the volunteers of AdiSU and villagers drained out the stagnated water from the village.
Pul invites private players for hydro power development
NEW DELHI, May 03: Speaking at a Hydro power conference in New Delhi, Chief Minister Kalikho Pul invited private players to install hydropower plants in his state and assured all necessary support.
"We will provide all support to private developers for installing and commissioning of hydropower plants with facilities of single-window clearance.
"All requirements of local coordination will be fast tracked and we will ensure that there are no barriers to investors. State is examining various options available for funding the equity participation of state including the option to exit from the same," he said, solar and hydropower should simultaneously be promoted. He further said projects between 50-100 MW should be promoted and taken up and there is need to source subsidy funding for the same.
"With a view to raising the share of hydropower in electricity-mix of the country, the Ministry of Power may set up a green energy corridor to evacuate hydropower generation from Arunachal Pradesh and north-eastern region," he said.
Meanwhile, Power Ministry is preparing a new framework to boost hydropower development in the country by lowering the cost and removal of long-drawn clearances, a senior official said today. PTI
Rebia warns bridge construction company for delay
YUPIA, May 03: Doimukh MLA Nabam Rebia expressed his utter dissatisfaction over tardy progress work of bailey bridge over Ranganadi and warned the executing company M/S Mechfab Engineering Industries Pvt Ltd to complete the bridge within two months failing which no payment will be made.
In case of failing to meet the deadline, the department must take over the charge of the work, Rebia said while inspecting the bridge during his whirlwind tour of Kimin, Kakoi and Banderdewa to take stock of various ongoing projects.
He asked the executing department RWD to monitor the work of the company.
The bridge connects Upper Jumi village with rest of the Kimin sub-division.
At Kakoi, Rebia alongwith his team inspected the newly constructed Police Station, under construction prison building and asked the SDPO Neelam Nega to prepare the list of materials immediately required for early operation of the Police Station. He also visited the new circuit house, girls hostel, Circle Office and flood restoration work at Kakoi river.
While interacting with officers, he asked them to make proper use of buildings for providing better service to public.
At Circuit House Kimin, Rebia and DC Pooja Jain had brief interaction with Panchayat leaders of Kimin Sub-Division to discuss their problems and grievances and status of all developmental works.
Earlier, in the morning Rebia inspected the Community Hall constructed under SPA and under construction Priest house at Banderdewa and expressed his dissatisfaction and said that the construction of the community hall was not up to the mark according to fund provided.

Parents allege medical negligence for death of baby

LAZU, May 03: Alleging medical negligence as the reason for the death of their 3 months old baby at PHC Lazu, the parents of the baby are still awaiting justice.
On May 2, the Khonsa District Court directed the OC Lazu Police Station to register an FIR under regular criminal case and launch immediate investigation for the death of the baby after almost four months.
Earlier on Jan 8, instead of registering a regular criminal case, the OC, Police Station Lazu treated the case as unnatural death by registering it at Lazu PS/UD Case No 01/2016 under section 174 Cr PC which is mere process of preliminary inquiry to conduct inquest of the dead body of a deceased.
According to Advocate CW Mantaw who is the petitioner of the case, 'The steps taken by the investigation agency under Section 174 of code of criminal procedure cannot be termed as registration of the case under law because the criminal case is registered under section 154 CrPC but not under section 174 CrPC.
Reportedly, despite the complaint, Lazu police has not conducted any preliminary inquiry till date. The complainants nor any of his family members have been examined by the investigation officer to record their statement, no arrest has been made till date and furthermore, no post mortem report and viscera test report have been disclosed to the applicant violating all the rules and procedures of criminal laws as mandated in code of criminal procedure and also guidelines set by various High Court and Supreme Court.
The injustice by Lazu police had forced Morin Moinyak, 27, father of the deceased infant to knock the Court's door. 'The verdict of the district court in our favor has strengthened our spirit to fight a lengthy battle against the system', shared the mourning father.
Allegedly, the medical negligence carried out by the officials of PHC Lazu led to the death of the three months old Chombo Moinyak of Noglo village on Jan 9. The previous day, on Jan 08, the infant was injected twice with vaccination. 'Soon after being injected the vaccines, fever started. The symptom of mild fever was already informed by the nurse so we took it lightly but few hours, she stopped breathing,' informed Moinyak.
As per the report, on Jan 8, the vaccination drive was carried out by two nurses at Noglo village which is 8 Kms from circle headquarters Lazu. In case of allergic reaction or other medical emergencies, there was no qualified doctor on the spot to administer antidotes.
'I lost my child due to gross medical negligence and for reasons unknown despite our persistent request, the medical officer of District Hospital neither issued death certificate nor released the post mortem report,' accused Moinyak.
On the same day, the grieving parents registered an FIR at Lazu PS but the OC took the liberty of converting the case as unnatural death from criminal offence.
In the meantime, DC Khonsa Ravi Jha and DMO N Lowang on Jan 10 assured to fulfill the parents demand but after four months nothing happened, which forced the parents to seek the courts support.
At the time of filing this report, the decree issued by district court to register FIR under criminal case and launch investigation was delivered to Lazu Police station by the grieving parents.
Training on organic farming for SHG

RUKSIN, May 03: As a part of its ongoing Siang Organic Campaign, Siang Tea Industries Ltd on Tuesday conducted a day-long training for the members of Women Self Help Groups at Donyi Polo Tea Estate (DPTE), Oyan.
Manager of DPTE Manuj Kumar, who conducted the training as resource persons said that Siang Tea Company has launched the noble initiative to make the people aware about organic farming to improve quality production and economic status of the farmers. He lamented that the farmers of the region are yet to adopt organic cultivation, which is causing serious health hazards to community members of the region.
Kumar imparted training on how organic manure and pesticides can be produced from locally available herbs and other bio-wastes. He demonstrated on various methods and procedures of preparing green manures, vermicomposting, vermin-wash and bio-dynamic compose for using as organic fertilizer and pesticides and their application in tea gardens, crop and vegetable fields.
Discouraging use of herbicides in 'round up management' of tea gardens and farming site, Kumar explained that such chemicals have adverse effects on human health and also damage soil fertility.
Kumar was associated by DPTE Assistant Mangers- Prafulla Bori, Taying Jonnom and Marshal Jomrang, who addressed the occasion and appealed the women communities to join their organic movement.
A total of 20 members of Sanggo Self Help Group of Oyan (under Sille-Oyan circle) participated in the day-long training.
ASBA unveils yearly event calendar

ITANAGAR, May 03: Arunachal State Badminton Association (ASBA) on Tuesday announced its event calendar for the year 2016-17.
ASBA president Ratu Techi along with General Secretary Bamang Tago formally announced the event calendar during a press conference at Press Club here on Tuesday.
As per the event calendar, the State Level Inter Club Badminton Team Championship will be conducted from May 26 to 29 while the Inter-Club Tournament within the districts will be completed within the month of July and before the Dorjee Khandu Memorial State Badminton Championship to be organized from August 17 to 20.
The Championship will be held for U-13, U-15, U-19 age categories and boys and girls open.
The selection of state team for the Zonal Championship, National Championships and State Ranking tournaments would be on the basis performance of the players in this tournament.
The District wise Team Badminton Championship will be conducted within November 2016, Chief Minister Sub-Veteran and Veteran State Badminton Championship between December 1 to 15, 2016 respectively.
33 KV transmission line to be charged on May 16
ITANAGAR, May 03: The construction of 33 KV Double Circuit Transmission line from 2x20 MVA, 132/33 KV Sub-Station, Chimpu to State Civil Secretariat Complex is scheduled to be charged on May 16 and will remain as live line.
The newly constructed 33 KV transmission line is passing through Chimpu Bn, Doni Dokum, Hati Lapang, DDK Colony, ESS and MLA Cottage areas, according to Department of Power.
People residing in the close vicinity of the line are advised not to climb or try to climb or tamper the transmission line and doing or else it may lead to fatal accident.
Villagers are also requested to maintain safe distance from the transmission line for safety and security of their livestock. It further cautioned them not to collect forest products and fell trees etc, from the close vicinity of the line to avoid any untoward incident.
AACWA call for withdrawal of FIRs
ITANAGAR, May 03: All the district units of All Arunachal Contractors' Association (AACWA) have condemned the state government for booking central executive members of AACWA under sections of Arunachal Pradesh Prevention of Unlawful Activities Act.
In their joint press statement, the units have called for withdrawal of FIRs against AACWA members failing which they have warned of joining the movement to intensify it further.
Urging to fulfill the demand of AACWA, they have sought white paper on the financial position of the state. The government is supposed to resolve the issue by means of dialogue and discussion across the table but unfortunately the present leadership has surpassed all democratic means and instead tries to establish himself as a dictator instead of fulfilling the genuine demands of AACWA, the units further added.
Additional PCCF inspects dept’s activities
BASAR, May 03: Additional Principal Chief Conservator of Forest (A&V)-cum-Special Secretary Environment and Forest, GoAP, Dr. CM Rao, who is currently on tour of the entire West Siang district on Tuesday inspected all the activities being undertaken by the department of Forest and Environment.
Dr. Rao visited Forest Range Office, Basar and inspected available infrastructure of forest department. While interacting with the staff of Basar forest range he urged them to motivate people to plant more trees to save the degrading forest and ecosystem. He further urged RFO Basar, Bibom Kamdak to put more effort on creating more forest area by planting various species of trees.
Dr. Rao along with CCF Milo Tago, DFO Nyali Ete and Basar ADO, T Bam also planted saplings of Thuja Orientalis.
Chief Conservator of Forest, Central Arunachal Circle, Pasighat Millo Tago, who accompanied Dr. Rao assured to address the problem of staff shortage at Basar Range.
Aalo Forest Division DFO, Nyali Ete also spoke on the occasion.
Students demand fund
ITANAGAR, May 03: The Namsai district unit of Arunachal Students' Federation demanded the Namsai Deputy Commissioner to provide fund for relief and rehabilitation of flood affected people of New- Silatoo village under Mahadevpur circle.
About 70-80 dwelling houses of the village were washed away rendering 300-400 people homeless after the poorly constructed river embankment was washed away by flood water.
The union demanded immediate assessment of properties lost and reconstruction of the river embankment so that it can resist and withstand the pressure of flood water.
DC office staff no more
YINGKIONG, Apr 03: The officials and staffs of the office of the Upper Siang district Deputy Commissioner on Tuesday deeply mourned the demise of Lok Bahadur Bhaijali, who died on May 1.
They observed two-minute silence in respect of the departed soul.
Bhaijali served as a regular Chowkidar in the office of the Yingkiong Deputy Commissioner. Born on July 2, 1962, he joined his service on June 15, 1999. He is survived by two sons and a daughter.
While extending heartfelt condolences to the bereaved family, DC Remo Kamki prayed to Almighty for the eternal peace of the departed soul. (DIPRO)
Association seeks service regularization
ITANAGAR, May 03: The Arunachal Pradesh Computer cum Account Assistant Association under Panchayat Raj department has sought regularization of its contractual service.

District Task Force meet on Mission Indradhanush phase -III held
ROING, May 03: A review meeting of the District Task Force on immunization was held regarding Mission Indradhanush phase -III under the chairmanship of Lower Dibnag Valley DC Ravi Dhawan at his chamber here on Tuesday.
DMO, DRCHO, Medical Superintendents DH, DSO (IDSP) DPM, MOPHC/CHC, DD (ICDS) and other officials were also present at the meeting.
The DC while responding to the report submitted by District RCHO on Mission Indradhanush expressed dissatisfaction with poor performance of the field staff engaged in the mission. ASHA's (Accredited Social Health Activist) whose performance report reflected NIL for previous 3 years be removed from their respective posts and replaced with motivated personnel as per guidelines, he said.
He further called upon the DMO, DRCHO, MS, MO to ensure utmost care and dedication to develop strategy and reduce number of dropout and left out children in the programme. (DIPRO)
Awareness campaign on fire safety, disaster management
AALO, May 03: In its effort to sensitize people about fire safety measures and natural disasters like flood, earthquakes, landslides, a series of awareness campaign are being conducted by the West Siang administration from May 1.
Various representatives from hotels, LPG agency, petrol depots and academic institutions are being involved in the training and awareness programme.
Attending the training as resource persons, DDMO, Dorjee Nima and IOC ALG, Adi Tabin spoke on safety tips during fire accident and earthquakes while, the officer in charge Aalo Fire Station, Ime Ngomdir presented practical demonstrations on use of fire extinguishers and evacuation of trapped victims in buildings. Fish seeds distributed to progressive farmers
YUPIA, May 03: Fish seeds were distributed free to the progressive farmers of Papum Pare to encourage fish production by the Fishery department.
Attending the distribution function, Zilla Parishad Chairperson, Papum Pare, Nabam Aka emphasised that farmers should take advantage of Govt. schemes to sustain their economy through fish farming activities such as Fish-cum-Poultry, Pig-cum-Fish Culture and Paddy-cum-Fish Culture. She also suggested the farmers not to run after Govt. jobs only to sustain their income.
All together two lakh fingerlings were distributed to the progressive fish farmers of the Papum Pare.

APSTS review meeting held
ITANAGAR, May 3: A review meeting of the Arunachal Pradesh State Transport Service was held here on Tuesday which was attended by Parliamentary Secretary Jomde Kena, General Manager Abu Tayeng and senior station superintendents and among others. Convening the meeting, Parliamentary Secretary Jomde Kena took a comprehensive station wise review of the department and assured to look into the department's problems. He appreciated on performance of Namsai Station Superintendent(SS) N. Wangsa for splendid performance in revenue generation. Kena further added that issues like plugging revenue leakages and timely fund release were on top priority. Earlier, General Manager Abu Tayeng while welcoming everyone in the meeting said that meeting is not for fault finding rather to find way forward for the department. GM hoped that every SS would improve in their performance to generate revenue.
Mass rally held to mark International Labour Day

DAPORIJO, May 03: Over 500 labourers carrying red flags took out a mass rally to mark the International Labour Day here on Sunday. Later, a programme was organized at Singik Hall by the district unit of All Arunachal Pradesh Labour Union.
Speaking on the occasion, Dr. Tale Gongo highlighted the contribution of the labourers in the development of the state. He said that no infrastructure work can progress without the contribution of the labour force.
District Labour and Employment Officer, Jumni Ligu and APLU district unit General Secretary, Tame Baki also spoke on the occasion.
Residents repair colony road

DAPORIJO, May 3: Residents of Polo colony part-II and Issac Colony here conducted a mass social service and repaired the colony road which was damaged in last week's heavy rainfall.
During the mass social service conducted under the initiative of colony's chairman, Tatak Niling carried gravel and stones from the Sigin River and repaired the road to ease movement of vehicle.
Earlier, in a meeting of the colony committee, the members decided to prohibit movement stray animals to maintain cleanliness in the colony.
Governor mourns loss of lives in calamities
ITANAGAR, May 3: Governor JP Rajkhowa and First Lady of the State Rita Rajkhowa have deeply mourned the loss of lives due to natural calamities in different parts of the State.
The First Couple expressed grief over demise of Chow Ko Mili of Philobari Village under Lekang Circle in Namsai District and young student, Master Rahul Chakma of Dharmapur-1 Village under Miao Circle in Changlang District, who died due to lighting strikes.
The Governor announced Ex-grata of Rs. 1 Lakh to each of the two victims' nearest kin from Governor's Relief Fund subjected to detail reports from concern Deputy Commissioners.
Skill development training underway
YINGKIONG, May 03: A week-long skill development training programme being conducted by the district administration on English language, beauticulture-cum-orientation programme on agri-allied sector, basic health care began at Tourist Hall, here on Tuesday amidst the presence of a large number of PRI members.
During the training programme which was sponsored by PHED Parliamentary Secretary, Alo Libang, GPTI, a Vocational Training Provider (VTP) headed by its CEO, Topu Basar (Ete) along with various HoDs were the resource persons.
The trainees included all ZPMs, ASMs,GPMs of the Anchal Blocks of the 34-Tuting-Yingkioong assembly segment.
In his inaugural address, Upper Siang DC Remo Kamki informed them that the government has earmarked 10% of scheme/projects of developments like BAD,MSDP,RD, agri-allied sectors and others for imparting skill developments to the people at the grassroots-level.
ADC Tapik Pertin, DPO Sangha Babung, Nyokgon Nitik ZPM Api Kombo also spoke on the occasion. Among others EAC (D), Adong Pertin, DFO, Anying Boli and DFDO Kembom Chisi were also present. (DIPRO)

Let CBI investigate the Tawang incident
The event which unfolded at Tawang on Monday will be talked for years by the people of Arunachal Pradesh. First time in the history of Arunachal two people died while several others got seriously injured due to the police firing. State had never witnessed this kind of police violence in the past. The violent incident has sent shockwaves across the state. Tawang is considered to be abode of peace and role model for rest of state.
Therefore when the news of police firing started pouring in, the people of state
could not believe it. As the people of Tawang struggle to come to terms with the
incident, it has become important to conduct an impartial enquiry so that those responsible
for the death of innocent soul are strongly punished. State government should recommend
CBI enquiry so that fair investigation is done. The local administrations who are
responsible for the incident will try to sabotage the probe if they are handed over
the reign of investigation. The investigative agency should also probe the role of
